School Safety & Security

In January 1973 the National Advisory Commission on Criminal Justice Standards and Goals convened in Washington D.C. to formulate goals for crime reduction and prevention.  The Commission advised that all law enforcement agencies should provide at least on annual presentation to every grade level in their jurisdiction related to the role of the law enforcement officer in society.  The Commission also recommended that every agency over 400 employees should assign a full-time officer to each junior high and high school to teach classes, mentor students, be a resource and enforce the law.  This is the first time the school resource officer program received national recognition.

 

In 1999 the Department of Justice, through the Community Oriented Policing Programs, offered federal grant funding to be specifically used for school resource officer programs.  The public and the government recognized school resource officers as a proven tool in working with young people to help keep schools safe as national events focused on tragedies resulting from school violence. 

 

Todd County Schools employs two school resource officer (SRO/Police Officers) and works in conjunction with the Elkton Police Department, Todd County Sheriff’s Department, and Kentucky State Police to maintain safe and secure facilities. Our Todd County SRO covers every school in the county and is responsible for enforcing all local, state and federal laws. 

 

Officer Tracey Mayberry is the assigned School Resource Officer for Todd County School District.  She is assigned primarily at the Todd County Central High School however, as the SRO she maintains a presence at all schools in Todd County School District.  Officer Ed Higgins is the assigned School Resource Officer for Todd County School District. Officer Higgins is primarily assigned to Todd County Middle School. Officer Mayberry and Officer Higgins have lunch on campus, interact with the students, teach classes related to law enforcement, and the responsibility of citizenship. Both Officer Mayberry and Officer Higgins provide a visible deterrent to crime and a positive representation of the Todd County Sheriff’s Office. Work programs such as Art Club, Drama, Wellness, SPA and mentor students on a regular basis.  When needed, Officer Mayberry and Officer Higgins attend after school events such as sporting events, for moral and/or security. 

 

All schools have school safety and emergency management plans and these plans are reviewed with faculty/staff. Drills for lockdown, fire, severe weather and earthquake are mandatory in all schools and are conducted throughout the year.


All school doors are locked to outside visitors and all visitors are buzzed in to a single main entrance to the school. All visitors, this includes parents, delivery drivers, vendors and media, are required to check in to the office immediately upon arrival.

Procedures are in place for drug and weapon detection with students and staff trained to immediately report the location, identity and description of any suspicious individual. Students and staff have received instruction in lockdown, evacuation and other security procedures. All exterior doors are locked, and our staff and school resource officers are available to supervise the buildings and grounds during the school day and as students arrive and depart.
